BACKGROUND

A resolution authorizing the Mayor to execute a contract between the City of Knoxville and the Tennessee Department of Transportation (TDOT) that will install an additional dedicated right turn lane for southbound Lovell Road at Parkside Drive. (Contract Number 170048).

In the Summer of 2016, Tennessee Department of Transportation (TDOT) reviewed the operation and safety of the intersection at Lovell Road and Parkside Drive.  TDOT determined that the existing southbound operation could be substantially improved with the addition of a dedicated southbound right turn lane on Lovell Road that would serve the westbound Parkside Drive traffic.  This improvement will provide a dedicated dual right lane configuration and therefore will increase the operational capacity to serve both right hand turns traveling westbound onto Parkside Drive and through traffic traveling southbound on Lovell Road.

FISCAL INFORMATION

The contract is for the development and construction of the proposed improvements by TDOT.  It requires a shared local contribution between Knox County at $125,000 and the City of Knoxville at $125,000 for a total local contribution of $250,000.
