Discussion of this permit request were relevant to permit requests 4-j, 4-k, 4-m, and 4-n.

Will Cheek, an attorney representing the applicant, and Managers Dave Levins and Dennis Deal were present to address the Beer Board.

Representatives from the University of Tennessee were also present in the audience.

A discussion ensued concerning the plan for server compliance with the following participating: Beer Board Member Stair, Will Cheek, Beer Board Members Welch and Singh, Chairman Wallace, Sgt. Coward, and Rob Frost, Special Counsel and Advisor to the Beer Board.

The previous discussion continued with the following participating: Beer Board Member Rider, Will Cheek, Dave Levins, Beer Board Members Welch, Roberto, and Singh.

At approximately 5:11pm, Beer Board Member McKenzie arrived at the meeting and was present for consideration of this request.

Beer Board Member Welch moved to postpone this matter to the July 16 Beer Board Meeting, and Beer Board Member Singh seconded the motion. On unanimous voice-vote, the motion to postpone carried, and the matter was postponed.

After the vote was taken, Beer Board Member Welch clarified that her motion applied to all Aramark permit requests. Chairman Wallace confirmed this, and all these matters were similarly postponed.

Attorney for the applicant Will Cheek, 1300 Phillip Fulmer Way, was present to address the Beer Board. The following were also present to address the board: Michael Donnini, attorney for Aramark; Tim McWilliams, 1017 Frances St; District Manager; Nick Kournetas, Vice President for Compliance; Dennis Deal, David Levins, General Manager; Jeff Maples, Senior Associated Vice Chancellor; and Michael McDonald, District Manager.

Michael McDonald gave a presentation on the plan for server compliance.

A discussion arose concerning the plan for server compliance. The following participated: Beer Board Member Singh, Michael McDonald, Beer Board Member Welch, Sgt. Coward, Will Cheek, Jeff Maples, and Beer Board Members Rider and McKenzie.

Beer Board Member Welch moved to approve this permit pending three conditions: that the applicant provides a plan for signage that includes penalties for to individuals that provide alcohol to a minor, that there is a designated driver plans submitted, and that the staffing plan for the exits includes a plan for insuring the alcohol is disposed of on exit and includes specific training for identifying and addressing intoxicated persons. Vice-Mayor Saunders seconded the motion.

A discussion ensued concerning this documentation if and how it would be reviewed prior to the issuance of the permit. The following participated: Chairman Wallace, Beer Board Member Welch, Donna Dyer, Will Cheek, Beer Board Member Singh, and Rob Frost.

On voice-vote, the motion to approve pending the three conditions carried eight to one with Beer Board Members Campen, McKenzie, Rider, Roberto, Saunders, Stair, Wallace, and Welch voting "aye" and Beer Board Member Singh voting "nay."

The preceding discussion and motion is relevant to all Aramark appliations, permit requests 4-t through 4-w.
